Depends on what game you are playing, but yes that is much overkill for the E4. A lvl 94 Charizard all on its own would do the job too.
Tho its not just levels that will see if you can win, it needs proper MOVES that can do the best damage in the least amount of time.
They are not strong enoth alone, because if all the Pokemon leages were electric, then they wouldn't win realy, but if you had a mewtwo then it might change abit!
