A site policy may not have regulatory force, but that doesn't mean you can blithely ignore them with no consequences. The consequences for not following site policy depend on who sets them and what your relationship to that person/organization is. If you're an employee, you could get fired for not following them; if you're a customer (or client, or guest, or whatever) you could be asked to leave and charged with trespass if you don't.
