Yes, though he goes to Earth in Sonic X, and I think he also goes there in some of the newer games. (They don't tell you where those games take place.)
He is from a fantasy version of our Earth. This has been confirmed in one of the Japanese manuals for the classic games. His planet is supposed to be cartoony and somewhat futuristic compared to our version of Earth, not to be confused with the parallel Earth concept from Sonic X.
