ya it appears a few times and the other legendary u can see them on the map follow them and then u can meet them u can only do 1 move at a time then they fled but they keep the damage and suicine i saw her in north of cianwood

∙ 13y agocheck ur pokedex but every time u move to a drifferent route or town his location changes it pretty hard but go to the town about 3 or 4 routes away

Yes either use the masterball or weaken it it will run away find it again and it will still be weak then use a ultra ball keep doing that until you get it.

It actually doesn't matter what level your party is to catch suicune the best way to catch is to use the masterball but if you don't have it have a Marowak or Scyther at level 100 use False Swipe to get Suicune's HP to 1 it will run find it again and use sleep powder or hypnosis on it start throwing ultra balls to catch it.

How do you get through burnt tower HeartGold?
you have to fight your way to the bottom of the tower. there, you will find suicune, raiku, and entei. then, when they see you, they will run away and you have to catch them(either catch or defeat, really).
