Watching Cartoons on TV or computer can cause eye strain and hypokinesis [overall reduction in body movements and make you more sedentary]. It can take you away from the reality of life around and make you forget your problems for some time [without solving them]. Excess of cartoon watching is harmful as it tends to make you mentally lethargic and indolent.
However watching cartoons in moderation is entertaining [and hence useful] to the stressed out mind especially for children, who tend to undergo high pressure situations according to the whims and fancies of adult "educationsist" population and stressed out parents who undergo high pressure situations according to the economic, political and educational policies of the rulers!
