In another scenario, if Heavy Storm is activated, and Solemn Judgment was chained, Heavy Storm will be negated, destroyed, and sent to the graveyard when Solemn Judgment resolves. Then at the end of the chain, Solemn goes to the graveyard too.

limiter overload works like statue of wicked and dark coffen( or whatever its called). their effects only active upon the destruction of the card. so you cant activate it unless you fufill the cost( destroying it). depending on who your playing with, you might be allowed to missplay cards to get effects. im under the assumption that playing these cards just discards or sends, but not destroy, thus not triggering the effect. you can take out those cards using anything that can destroy any and all cards on the field, ie mystical, magical, ex
