Infernities. By far. They've gotten 7 decks in the top 32 in the recent YCS, a testament to their power. They can OTK with amazing speed, and are considered to be the format's top deck. Cloudians are just horrible stall decks that get run over by just about anything.
Of course, it depends on playstyle. A complete newbie that doesn't know how to play Infernity might lose to a pro running Cloudians. However, pit two equal players against each other, one carrying Infernity and the other carrying Cloudians, and I assure you that the Infernity player will win 99% of the time.

Here's what I found that makes a good Cloudian deck: 3 cloudian- smoke ball 3 cloudian- acid cloud 3 cloudian- altus 3 cloudian- cirrostratus 3 cloudian- eye of the typhoon 3 cloudian- ghost fog 3 cloudian- nimbus man 3 cloudian- poison cloud 3 cloudian- sheep cloud 3 cloudian- turbulence 3 gelluduo Magic: 3 cloudian squall, 3 fairy meteor crush, one final countdown, 3 fog control, 1 lucky cloud, 2 shield crush, 3 stop defense, 2 stray lambs, 3 summon cloud Trap: 3 sakuretsu armor - 3 Gellenduo. +3 Mother Grizzly. You'll be much better off. (Plus, you can get out nimbus with grizzly.)

It depends in what they contain in experience a elemental hero deck is better as long as you can fuse them together.

Accessing the grave is very important to an infernity deck, if you can take that away then you have a huge advantage because it'll shut down Infernity Avenger and Infernity Necromancer. Use banishing effects like Macro Cosmos, Dimensional Fissure, and D.D. Crow. Also if they cant empty their hand you'll pretty much have the duel won.

Also, the Cloudians tend to have more support as it has been around longer. However, Infernities also have more strategic flexibility than Cloudians. The most competitive Decks generally revolve around the "Instant Synchro" Strategy. Fog Counters, being what enable their effects, can help maintain Field Advantage. Cloudians are vulnerable to attack as they usually have low ATK and cannot be destroyed by battle. This makes cards such as The Sanctuary in the Sky and Spirit Barrierinvaluable in the Deck. If the opponent is able to destroy either of those cards, the Cloudian Player would be in deep trouble. No. Infernity Necromancer has to be on the field to use its effect to special summons other Infernity monsters from the graveyard. Monsters can only special summon themselves from the graveyard if they specifically say they can activate in the graveyard - Plaguespreader Zombie for example. However even if Infernity Necromancer could activate in the graveyard, it is specifically prohibited from targeting a card called Infernity Necromancer anyway.
