It isn't a cheat.
Connect your DS to wifi on mystery gift.
You can go on a boat ride to Liberty Island and find Victini.
Unlimited XP for any Pokemon (MUST have Oshawott/Dewott):
If you have XP Share use it instead.
Put Pokemon you want to level up first.
Make no moves, switch it to Dewott
Use Water Pulse, or if you don't have it, Razor Shell.
If your low on health or out of PP talk to the cop near the basement door.
