The bit that lets it substitute for another Synchron, is not an 'effect' and thus cannot be negated. Synchron Explorer does not negate it, nor does it remove the condition that it can only be used in a Synchro summon that specifically requires a Synchron monster. There are other 'conditions' that cannot be negated too, like name changing effects that apply in deck too, maintenance costs, and restrictions like "If you use this effect, the monster cannot attack".
Hand: 2 Junk Synchrons, Quilbolt Hedgehog, Stardust Dragon Assult Mode, and Assult Mode Activate. First set Assault mode activate and quilbolt hedgehog. Opponent: Attack quilbolt.
