A shiny Pokemon has a 1/8192 chance of appearing and Buneary is one of them. It is very rare and comes by chance, unless you are shiny hunting for it. To reduce the Shiny rate, you can:Perform the Masuda Method, which is about two Pokemon from different countries in the Day-Care. This drastically decreases the Shiny rate and they can be often found, but it still requires a lot of hatching if not lucky.Use the PokeRadar in Pokemon Diamond, Pearl, or Platinum in Eterna Forest to repeatedly find Buneary until a grass shines pink. It roughly decreases the rate to 1/42. When you find it, you can transfer it to Pokemon Black 2.Complete the National Dex and obtain the Shiny Charm, which also increases the chances of finding a shiny Pokemon.
You just have to keep finding pokemon and eventually you will find a shiny. The chance of encountering a shiny pokemon is very low, but eventually you will find an shiny pokemon.
