In "Mockingjay," Katniss Everdeen observes that District 13, while ostensibly a haven for rebellion against the Capitol, imposes strict regulations and demands absolute loyalty from its inhabitants. The district's focus on military discipline and Propaganda creates an environment where individual freedoms are sacrificed for the sake of the collective cause. This control, along with the constant surveillance and manipulation of information, makes District 13 seem as oppressive, if not more so, than the Capitol itself. The end of the book takes place in District 12, where she is sent to live forever with Haymitch, Greasy Sae, Peeta, and a few hundred survivors who lived in district 12 before. Peeta and Katniss get married and raise their children there. Mrs. Everdeen didn't return because she said there were too many bad memories there, but she does call Katniss often. Gale stays somewhere in District 2. He doesn't go and visit Katniss at all, they don't even really stay in touch after that.

First of all, the capitol is in charge of all the districts, and nobody in the capitol competes in the hunger games. Second of all, they have better technology then everyone else (except maybe district 13), and a higher standard of living. Lastly, while everything is strict and it is very hard to even get food in the districts, people in the capitol are free and take almost everything for granted.
The strong points in the Hunger Games for the Capitol and the people of the Capitol is that it provides entertainment to them as well as keeping the districts in line so they do not rebel again. It shows the Capitol's power towards the people of Panem and that the Capitol is not a force to be reckoned with. The weak point of the games is that it can be outsmarted by creativity such as when Katniss and Peeta pull out the berries to defy the Capitol and give them two winners of no winner or even when Haymitch ducked which made the axe thrown by the district 2 tribute rebound and kill her instead.
It is like a prison. People die of starvation but the Capitol won't even lift a finger to help them. But there are other Districts that are going though much worse, like District 11
