There are many rides and experiences that a 16 month old can to at Magic Kingdom in Walt Disney World. At the entrance to the park is the main train station that circles the entire park with stations in Frontierland and after the construction is complete in 2013 - Three Ring Circus area. Main Street Vehicles include a trolley ride several times a day that are great for little ones. In Adventureland, Aladdin's Magic Carpet Ride and Pirates of the Caribbean are perfect for younger children as adults can accompany them easily. Moving on around to Frontierland the only ride for little ones would be riding the "ferry" or barge over to Tom Sawyer's Island. In Liberty Square, the Riverboat can be ridden by the whole family. While the Haunted Mansion may frighten some children it is for all ages with no height requirement. It is in Fantasyland that the most rides for young children are available. It's a Small World, Peter Pan's Flight, and Dumbo the Flying Elephant should be available but guests should check with the park while the expansion of Fantasyland is underway. Two Dumbo's will be part of the Three Ring Circus in the new Fantasyland. Snow White's Scary Adventure will close soon and not return. Prince Charming's Royal Carrousel might be running while construction is underway. Winnie the pooh's Ride might be gone with Snow White but the Mad Tea Party will be functioning during the expansion project. Finally the last opportunity for a 16 month old would be on the People Mover in Tomorrowland. If you are traveling with older children, Disney does have a rider switch system where parents can get to the front of the line and take their little one to the exit where family members come out. At this point a Disney cast member will switch out the other parent and take them on the ride. Be sure to check out all the plans for Fantasyland's expansion to be completed by 2013. It is the largest growth of Magic Kingdom since it opened in 1971.
