The story must take place in the 1920s or the 1930s (judging by the cars drawn by the illustrator in the books). The story can't take place in London for a specific reason: Briny Beach (at the edge of the story's city) looks out on the ocean (according to book #1 and #11). And London does not look out on the ocean.
As suggested, the city is fictional with various pieces of different cities such as London and even New York or Boston.
There is no real year for a setting but off information obtained from the book I'd geuss 1924 or 1925. The tecnology in The Miserable Mill wasn't very advanced, like the tecnology we have for lumber mills today. It also isn't likely that modern houses would fall into lakes like in The Wide Window.
It is in an alternate universe, set around the late 1800s and early 1900s. Snicket (Handler) says himself that this is so, but with the technology and knowledge of today. From the books, it takes part in a European English nation, with reference to North America and some other real parts of the world.
It feels very Victorian 1800s, but there are many technologies, stories, poems and other things that are mentioned that take place up to our time. (Sunny makes a reference to George W. Bush.)

That may be true, but also, it cant be because there had to be car phones and computers so i think it wasn't in a specific time period because the cars were described as very old fashion as were the outfits worn in the books and movie.
Apparently, people say it's during the 1930's. I am not so sure about that. But Lemony Snicket is not that old, anyways, so that's proof that the story was not real.
