A fictional place. The place is not specified although the books mention stuff like Arizona, France, and Winnipeg(Canada) so it's assumed that it's a fictional version of our world. It seems to be a mixture of time periods too, because there are both computers and telegraphs in use.
The story must take place in the 1920s or the 1930s (judging by the cars drawn by the illustrator in the books). The story can't take place in London for a specific reason: Briny Beach (at the edge of the story's city) looks out on the ocean (according to book #1 and #11). And London does not look out on the ocean.
As suggested, the city is fictional with various pieces of different cities such as London and even New York or Boston.
