Follow the track out of the town with the pokemon tower. Then there are some people to battle blah blah blah. Then there is a small patch of wild grass surrounded by a fence. Use hm 01(cut) to get inside it and walk around in the grass and it should pop up. Hope ive done everything to help.

Only firered can capture growlithe it can be found on the route east of celadon city trade one from firered to leafgreen.
