Mewtwo is a recruitable pokemon only through the recruit point using a ticket and in order to receive a stronger Mewtwo make sure you utilize a Mewtwo ticket at a recruit point that is in a later rank (the best being EX). If you use the ticket in EX you will get the strongest Mewtwo possible (not guaranteed as the strength number will be completely random but it will still be really strong regardless).
