go to lavender tower. work ur way up. then wen ur almost at top and bout to go up stairs it will say "get out... get out..."and marowack will appear. DO NOT WASTE YOUR POKEBALLS ON IT CAUSE IT DODGES BALL SO DO NOT USE, just defeat it.

To waken the ghost you must have the silph scope from Rocket's hideout in Celadon game corner. Once you have Silph Scope, you can awaken the ghost. Beat the three rockets then Mr. Fuji will give you the pokeflute.

go back to lavender town, then go into the ghost tower (forgot what its called). go to the top. You will have to fight a marawok, then go up the stairs when you beat it. youll have to fight a few rockets. When yo beat them all. talk to the man. and then youll get a pokeflute

You must defeat it in battle to put its soul to rest, then you may go into the final floor, which has numerous Rocket grunts. You must defeat each one until you get to Mr Fuji at the end.
