It is dependant on where you've cleared Island 1 (Kindle Road), East of Fuschia and Cycle Road are good places to take on with the VS Seeker. (I've got my Team upto 58/59 using Kindle Road)

In Gold and Silver, Red's team consists of Pikachu, Espeon, Snorlax, Venusaur, Charizard and Blastoise. A ground-type should be used for Pikachu so that Thunderbolt and Thunder cannot work on it. Ghost or Dark-types should be used for Espeon and a Fighting-type should be used for Snorllax. A Fire-type, Ice-type or Flying-type could be used for Venusaur and Electric-types should be used for Charizard and Blastoise.

Let me tell you something no matter what Pokemon you choose it depends on there stats and moves that will decide if you win or lose.Another OpinionYes, facing the Elite 4 with Meganium, Fearow, Gyarados, Ampharos, Tyranitar and Lugia is a good idea however here are some suggestions to help you in your battle against the Elite 4 and the Champion.The first Elite 4 you'll face is Will. Most of his Pokémon are part flying or part water types so Ampharos with its electric types will do a lot of damage. Jynx and Exeggutor are the only ones that can't be hurt much by electric attacks. Jynx's big weakness is fire attacks whereas Exeggutor's weakness is bug or fire attacks however I would recommend bug attacks against Exeggutor due to its double weakness against it.The next Elite 4 you'll have in SoulSilver is Koga. Most of his Pokémon are poison types so Lugia with its Psychic attacks will do major damage against them however you'll need a different Pokémon for Forretress so I would recommend a fire attack because it's 2 times weak to fire attacks and Gyarados is capable of being taught the Flamethrower TM. Crobat can go done to either Ampharos' electric attacks or Lugia's Psychic attacks.Bruno's team consists of mostly Fighting-types with 1 lone Rock/Ground type so they're all weak to Psychic attacks.Karen's team consists of Umbreon, Vileplume, Gengar, Murkrow and Houndoom. Ampharos could be taught the Brick Break TM because that way it'll do damage against Umbreon. A fire attack will faint Vileplume, a Psychic or Dark attack will damage Gengar, an electric attack will damage Murkrow and a water or fighting attack will deal with Houndoom.The Champion, Lance's team consists of Gyarayos, Aerodactyl, Charizard and 3 Dragonite. For Gyarados, Ampharos will take it down automatically due to its double weakness to electric attacks. For Aerodactyl, use either a water or an ice-type attack. For Charizard, use either a water or a rock-type attack, I'd recommend a rock-type attack due to its double weakness to rock-type attacks. For the 3 Dragonite, use ice-type attacks.
