It is doubtful that Scooby-Doo will ever marry and have puppies. He seems not to want to settle down. In Scooby-Doo! Mystery Incorporated he said he was too young to have children (though he has a girlfriend in that series, named Nova).
They are afraid for their lives. Shaggy explained to Scrappy a couple of times in "Scooby-Doo and Scrappy-Doo" why they run away from monsters. He said it all has to do with "staying alive". It's just in their nature to be scared.

If you are referring to Scooby-Doo, the franchise, the first episode aired September 13, 1969, so about 43 years. If you are asking about Scooby-Doo, the character, he is said to be 7, but it's never actually been revealed or mentioned within any episode, movie, etc. Also, he would be different ages at different times. In A Pup Named Scooby Doo, for example, Scooby is younger, as a puppy.

The original Scooby-Doo! series was partially the brainchild of former CBS executive Fred Silverman who proposed a daytime show to Hanna-Barbera based on the 40s radio show, "I Love a Mystery." The actual character design of the Mystery Inc. gang (i.e. Fred, Velma, Daphne, Shaggy, and Scooby-Doo) was the work of the late, great Iwao Takamoto. Takamoto is quoted to have said that Scooby himself was designed purposefully anthropomorphic, an idea that came to him after a conversation with an anonymous great-dane breeder at Hanna-Barbera Studios about all of the important characteristics of the dogs.
