I'm pretty sure that Snape became the Headmaster of Hogwarts because before Dumbledore died he made him promise to look after the studentsof Hogwarts. At that point Snape was considered one of the most loyal servants to Lord Voldemort and as he was already working at Hogwarts, he seemed the obvious choice.
