I think you're referring to The Wizard of Oz. I believe Judy Garland wore wigs to create an accurate depiction of the character Dorothy. They probably changed length of the wigs halfway through the making of the film and that would be why her hair mysteriously changes length all the time.
It probably had to do with some of the curl relaxing which would make her hair look longer. Between takes her hair was recurled shortening the appearance again.
