It meant Dumbledore wanted Petunia to let Harry come back every summer, because as long as he could still call the Dursley's "home" he would be protected by his mother's magic love enchantment, because Petunia is Lily's sister and therefore her blood. Until Harry comes of age and/or he leaves "home" (where his closest flesh and blood lives) to go out into the world, the enchantment protects him, so when Dumbledore says , "Remember my last," it is to remind her of his last (and only) letter, thereby forcing her to keep Harry safer longer.
Note: Petunia didn't promise anything, she and Dumbledore never met personally before the sixth book.
Albus Dumbledore sent that Howler.
No. Vernon and Petunia Dursley both survived the series, as did their son Dudley. They later became grandparents. They never communicated with their nephew again, although their son sent him Christmas cards.
Dumbledore's Howler says "Remember my last". He is reminding Petunia of his last letter, the letter he left with Harry on the doorstep of 4 Privet Drive when Harry was a year old. In that letter, he explained about Lily and James Potter's deaths and tells Petunia about the charm he has placed on Harry to protect him. Petunia is fully aware that by taking Harry she seals the charm and this keeps Harry safe while he is still able to live with her and her family. The charm can only break when Harry turns 17 or when Harry can no longer call 4 Privet Drive "home". Dumbledore believes the Dementor attack at the beginning of Order of the Phoenix has awoken Petunia to the dangers of having Harry as a son and he's trying to remind her of the pact she sealed when she agreed to raise Harry. He does not want her to throw Harry out and break Lily's protective charm, which is the main way Harry has been protected when he's away from Hogwarts.
She keeps a secret for a number of reason. (Caution Spoiler Alert) 1st reason: In Harry Potter and the Deathly Hallows Its shown that when Lily got her letter that Petunia wanted to go with her so she sent a letter to Dumbledore asking if she could go but unfortunately she was denied because she didn't have any magical powers. 2nd reason: She was secretly jealous of her sister after that. 3rd reason : She thought that Uncle Vernon would think she's a loon so she kept her mouth shut.
Albus Dumbledore arranged for Harry Potter to be brought to his only living relatives, his Aunt Petunia and Uncle Vernon along with their son Dudley.Dumbledore wrote a letter to Petunia explaining the situation. We find out later that this wasn't their first correspondence. Petunia once wrote to Dumbledore asking to be accepted into Hogwarts and received a nice letter back explaining why that wasn't possible. He also invoked a charm that meant as long as Harry called Privet Drive home until he was seventeen years old, he could not be harmed inside it. This is why he had to return there, even for a shot period of time, every summer.
Harry Potter and the Order of the Phoenix (book 5) after the dementor attack when Vernon Dursley decides to kick Harry out because he's putting the family in danger.

No. Severus didn't like Petunia. He even talked Lily into breaking into her room to read a letter she had received from Albus Dumbledore politely explaining that she couldn't attend Hogwarts.

Petunia
If you don't want any spoilers for the Harry Potter series, I would advise that you don't read this.Aunt Petunia's howler said, "remember my last", and was from Dumbledore. It was meant to be a reminder of the letter he sent her when he put Harry on her doorstep when he was one years old, and that letter said basically to take care of Harry as if he was her own son. However, Petunia did not care for Harry as her own and was prepared to throw him out when they thought Harry had attacked Dudley with the Dementors, but Dumbledore sent her the howler. So basically, all in all, the howler meant to remind Petunia of Dumbledore's first letter and to not throw Harry out, as this is something she would not even consider doing to her own son.
