In the Hunger Games, there are few resources of water. A few of them include--- the stream Katniss and Peeta stayed by and lived by near the cave. That stream has fairly "Clean" water that is useful, especially if you have the tool needed to clean the water to make it okay to drink.. i'm pretty sure there are more resources including a small lake and other resources, but the stream is the only one I recall.

I love the Hunger Games, and I think I know which four and how they died, so here goes! Her first two kills were Glimmer from District 1 and the District 4 girl (whose name was never mentioned). She indirectly killed both of them by sawing a Tracker Jackers nest off a tree, which landed on the Career's camp (Peeta included). Clove, Cato, Peeta and Marvel ran for the lake where they jumped in and were saved, while Glimmer and the District 4 Girl didn't make it in time and were swarmed. Their bodies became bloated and they died a very quick, painful, and hallucinated death. Katniss then took Glimmer's bow and twelve arrows and blacked out. This event is how Katniss met Rue. Katniss's third kill was Marvel. He impaled Rue with his spear, so Katniss shot an arrow at his neck in retaliation. This was her first direct kill. Marvel he died instantly. Katniss's fourth and final kill was Cato. The muttations (wolf-like creatures) got a hold of him and mauled him to near death, and Katniss and Peeta, who rested on top of the Cornucopia, thought they heard him say something about having them kill him. When Katniss couldn't stand listening to him suffer and whine any longer, she shot an arrow at his head and killed him instantly.

It doesnt necessarily say what the rich and the poor drank in the Hunger Games Book, however it does tell that Haymitch (who became rich after winning one of the hunger games) drank alot... Katniss tells how the people in the Seam (the poor place) barely had enough money to buy water so because she went in the woods and hunted more than likely she went to the lake and got water and maybe even fruit juices seeing that there were berries out in the woods... so answering your question logically speaking rich people could drink anything because they were rich...but poor people had a hard time getting anything and thats where Katniss and Gale came in...hunting made poor people's lives a little easier
