Well, he's most likely insane. According to Alex, most of his adversaries are. Mr. Sayle also only cares about revenge. He is willing to kill off millions just to get his way. Its also because while Herod was in a British school everyone bullied him. The person who bullied him more substantially eventually ended up as the Prime Minister of England therefore he wishes to kill everyone for Revenge
