An alternate Hypothesis: He was a dedicated Revolutionary dedicated to reforming, Mexico and it paid well, it was an Ego Trip. at the Top he could skim off such funds as he needed at the time, he could allot funds to his loyal lieutenants as he saw fit, pay for hs loyal bodyguards, and provide adequate funds to maintain his image as the loyal Robin Hood of the West.

Another alternative Hypothesis might be: He was a thief, scalawag, scoundrel and bandit who was paid well, it was an Ego Trip, at th Top he could skim off as much cash as he needed at the time, he could allot funds to his loyal flunkies as he saw fit, pay for his loyal bodyguards while providing adequate funds to maintain his loyal image as a Robin Hood of the West.

One Last Choice would be to call him the scumbag, murdering thief that he was and that he failed to pay for adequate protection when he really needed it but paid someone enough to be remembered as the Robin Hood of the West.
