PAL and NTSC are TV/video formats. While it matters for a console connected to a TV screen, handheld devices have their own screens and display rates, which are the same worldwide.
In short, there is no video format difference between DS games or consoles, regardless of region.

NO! This is a big misconception. The "5,000 hours of gameplay!" is merely an estimation of how much time it would take someone to do everything that you can do as a non-member. It's just predicting how much time you could (theoretically) spend playing as an f2p.
