Would there be any issues with playing an ntsc version of pokémon platinum on a pal ds you know the ds isnt region locked just thinking about any gameplay disabilities?

PAL and NTSC are TV/video formats. While it matters for a console connected to a TV screen, handheld devices have their own screens and display rates, which are the same worldwide.
In short, there is no video format difference between DS games or consoles, regardless of region.
