You have entered sootopolis city but is not Abe to see kyogre and Groudon what should you do?

First, before you enter Sootopolis City you need to be sure you have done these things: 1) Got every badge up to the Sootopolis City Gym Badge 2) Make sure you have encountered Team Magma in their secret hideout in Mt. Chimney and beaten Maxie where you see Groudon 3) Make sure you have beaten Archie and the Undersea Cavern which is a short surf south from Mossdeep City. After you have done these you might need to go to the Space Center and defeat Archie in a team battle with someone else. If these dont work I suggest a walkthrough guide?

How do you get Kyogre in ruby?
I don't know. But, In Pokemon Ruby... I think there's only groudon... Not kyogre. So no way to get kyogre in Ruby. But, I think If legendary pokemon can be trade. You should trade from your save on Pokemon Sapphire or Pokemon Emerald. Hope this help... ~AquaBlitz11
In pokemon heartgold how do you get Rayquaza?
To get Rayquaza, you have to take the Jade Orb to the same cave you obtained Kyogre or Groudon within. However, to get the Jade Orb, you need to have both Kyogre & Groudon. This includes the one you captured in your game and one you obtained in a trade, but captured within the Heart Gold or Soul Silver game only. Once you have these two Pokémon, go to Professor Oak and show them to him. He will give you the Jade Orb. With it, just go to the Embedded Tower and Rayquaza will appearTo get rayquaza you first have to get Kyogre by beating the game and talking to Mr Pokemon. He will give you a stone or orb, whatever it is. From there you will have to go to a cave somewhere by the safari zone. YOU HAVE TO CATCH HIM TO GET RAYQUAZA! So yeah, I suggest you save before you battle him unless you have a master ball. After you catch kyogre I think you show Mr Pokemon that you caught him. Then you have to get Groudon..... you can't catch him in the game so you'll have to get soul silver, trade over wi-fi or with friends to get him. To get groudon or kyogre you have to beat the Pokemon league then go to the weather institute {where you got castform or next to fortree city} and talk to the scientist upstairs to the left and he will say that there's a drought on a route, that's where groudon is. He is in a cave on that route but you have to hurry because he will not be there all the time. If you didn't find him talk to the scientist again and groudon will be on a different route. Do the same thing to get kyogre. Kyogre will be underwater so make sure you have a Pokemon with you that knows dive. Kyogre is also in a cave but underwater. It might be hard catching them.
