What you are speaking of is called social Darwinism and it should have been called social Spencerism because Herbert Spencer mistakenly applied the theory of evolution by natural selection to social theory and thus committed the naturalistic fallacy and Lamarckism at the same time. Just because something is natural does not mean it is good and how this " superior " social class viewed hereditary was straight out of Lamarck. Darwin wanted nothing to do with this mistaken notion.

Social Darwinists applied Charles Darwin's theory of evolution through natural selection. They believed that the weaker members of society were as they were not because of their environment, but because they were lazy, unfit people, that wanted nothing more than to bring down the rest. During the popularization of Social Darwinism, those that were considered "superior," were those of high standing, of much influence, or of wealth. The lower and middle masses, were considered weak, and through the Social Darwinist view, things that society was better off with. This was pervaded by Horatio Alger stories and the belief that if they wished, people of lower classes could rise to fame and glory. Many Social Darwinists were also advocates of eugenics, and it is through the Social Darwinist philosophy, that the US Eugenics Movement came about in the 1960s. In terms of reform, Social Darwinism did little to help. If anything, it inhibited the efforts of many Progressives. While Progressives vied for social reform, Social Darwinists were content to leave things as they were. They believed that if things were left to their own accord, natural selection would take place, and the weaker members of society would be replaced by stronger, more able members. Eventually The Progressive Movement gained more support among the public, and reforms created despite the obstacles set by Social Darwinists.

The idea of social Darwinism was created by English philosopher Herbert Spencer and Yale professor William Graham Sumner by applying Darwin's theory of evolution to society as a whole. Social Darwinism is the theory that the fittest in the social order survive, just as the fittest in nature survive. According to this theory, the only reason that the rich are rich is because they were the most fit to become so, and if the laborers were fit to do the same then they would be rich as well. Reform Darwinism, created by Brown University Professor Lester Frank Ward, follows the idea that because humans are intelligent beings, we can affect natural selection. Contrasting the social Darwinism thought of "survival of the fittest," reform Darwinism argues that government and society should make as many people as possible "fit to survive." The main difference between the two schools of thought is that social Darwinists believe that however social hierarchy exists, it is solely because the "fittest" rose to the top, reform Darwinists believe that the whole of society should be given the opportunities and resources to be able to rise to the top, rather than just the wealthy being able to do so.
