After WW2 the atomic bomb was further developed and "was used as a silent threat against USSR" until 1949 when they had their own atomic bomb. If you are referring to the nuclear bomb, it was dropped over Japan in world war 2 and not the cold war. Those bombs were authorized by President Truman.
