Paper parks are environment conservation areas that exist "solely on paper" ie. the conservation laws that they are bound to force are nonexistent. Therefore the aims for which they were created are not accomplished: environmental degradation, deforestation, polution, poaching is rampant and often not sustainable. A lot of national parks in South East Asia, especially Indonesia are called "paper parks".
