pH tells us the hydrogen ion (H+) ion concentration. The lower the number - the greater the number of hydrogen ions. Adding hydrogen ions decreases pH (and increases acidity) removing them (eg by adding hydroxide OH-) increases pH.

Lemons contain citric acid, so adding lemon to something probably makes its pH go down. A pH above 7.0 indicates a base is acting in a substance. And moving down the pH scale means something is becoming less basic and/or more acidic. It can make the pH higher if the pH is already extremely low, simply from dilution. Adding lemon juice to concentrated sulfuric acid would make the pH go up very slightly.
