Australia's a very large country and temperatures vary quite a bit to the point where any average temperature given for the whole country would be fairly meaningless. You would be better off to ask for the mean July temperature of specific cities, for example Hobart (4.5 to 11.6 degrees Celsius) or Darwin (19.2 to 30.5 degrees Celsius). You can go to the Bureau of Meteorology online and find out the average temperatures (among other things) of any of their weather stations.

The weather in Australia in July varies according to different regions of Australia. It is Winter, so in the Australian Alps, one can expect good snowfalls, depending on whether there has been enough rain prior to the winter season. Snow will also fall occasionally in Canberra, parts of Tasmania, Orange and the Blue Mountains. The southern states experience cold days and very cold nights, whilst inland desert areas experience pleasant days but cold nights. In the far north, temperatures are still quite warm in winter, and it is strictly shorts-and-t-shirts weather. Brisbane has pleasant days (cold for the locals, but warm for southerners) and cold nights. On the whole, the weather tends to be drier, and winter storms are rare, though not unheard-of. And Darwin, in the Northern Territory, is hot all the year round!
