That is difficult to determine. The highest winds ever recorded in a tornado were measured on May 3, 1999 near Oklahoma City. However, most tornadoes don't get their winds measure so its entirely possible, even probably, that others were stronger. Candidates include the Tri-State tornado of March 18, 1925; the Xenia, Ohio tornado of April 3, 1974, and the Jarrell, Texas tornado of May 27, 1997.

F5 tornadoes are the most violent tornadoes. Tornadoes are classified in the Fujita which ranges from F0 at the weakest to F5 at the strongest. The Fujita scale was replaced by the Enhanced Fujita scale in the United States in 2007 and in Canada in 2013. On this scale, EF5 is the strongest.

For the U.S. the year with the most recorded tornadoes was 2004, with 1,817 recorded tornadoes. However, this should be taken with a grain of salt for two reasons. First, most tornado statistics for other countries are not available, and many countries don't even keep records. Second, prior the the 1980's the majority of weak tornadoes in the U.S. were missed, and so counts for older years are much lower than the actual number of tornadoes, so more active years probably did occur, but there is no way of knowing when those years were.
