It doesn't really disappear, it dissociates. Water is a solvent, and causes tons of stuff to separate, including sugar. Table sugar is not a single molecule (ie. glucose), but instead is a combination of carbon, hydrogen and oxygen (C12H22O11), and simply put, those pieces come apart in water giving the appearance of disappearing. (But they are actually only changing forms.)
I think you meant to ask, "Why does sugar dissolve in water", seeing as sugar devolving in water doesn't make much of any sense. If I am wrong please notify me and I will change the answer.
When sugar is added into water, the sugar molecules "latch" to the water molecules, essentially appearing to hide the sugar. This isn't considered bonding of molecules or atoms however.
