Many parts do freeze! However, it does require much lower temperatures to freeze ocean water than fresh water, mainly because the ocean is composed of salt water. Dissolving anything (including salt) in water lowers its freezing point and raises its boiling point.

~Disregarding the previous statement, the ocean doesn't freeze because of its high salinity levels. Salinity is the measure of salt in water. Salt raises water's boiling point and lowers it's freezing point, so it would have to be really cold in order to freeze the entire ocean! However, there are parts of the ocean that freezes, like the arctic circle and Antarctica. Hope this helped.
