Why the flow rates of water affect the difference of inlet and outlet temperatures?

The flow rate of the water determines the cooling load.
As you increase and decrease the flow, the load is being increased and decreased.
The system is designed to be most efficient at a certain specific load, and it is at that point that the COP will be at it's maximum. Any flow rate above and below that point will decrease the COP.
