Actually most countries do very little to manage migration within their borders. They manage Immigration from outside. People tend to crowd into areas of economic opportunity. Mexico City is a good example. Ciudad de Mexico is intensely overcrowded. Pollution is raging and the gap between very rich and very poor is vast.
