To speed up the 1890 census. The 1880 census using traditional hand counting methods had taken 8 years just to get the basic figures required by the constitution related to voting. It was estimated that without assistance of some kind the 1890 census would take much longer than 10 years, making its data useless. Using Hollerith's machines the entire 1890 census was complete in a single year!
Best answer is to read the document, but basically the House shall not exceed 435 voting members (there are nonvoting members such as Guam, Puerto Rico, etc....). Representatives are from districts which are redrawn every 10 years after the Census (which is also mandated by the Constitution). States with greater populations such as California, thus have more representatives. The concept is great but in actuality Gerrymandering (the drawing of districts to favor the incumbent or the party in power) is rampant.

Article I, Section Two of the Constitution mandates that "Representatives and direct taxes shall be apportioned among the several states. . .according to their respective numbers. . ."
