What finally settled the presidential election of 1876

Rutherford Hayes was elected as a result of the decision of a special electoral commission since initially neither candidate had the requisite 185 electoral votes. Samuel J. Tilden won the popular vote and received 184 of the 185 required for election, to Hayes' 165 electoral votes. There were 20 electors whose qualifications were disputed. To settle the dispute, Congress appointed a special committee consisting of five House members, five Senators and five supreme court justices. The congressmen on the committee were evenly divided by party. The supreme court justices consisted of two Republican appointees and two Democratic appointees and they chose the fifth justice for the committee. The disputed electors whose credentials were finally ruled to be acceptable all voted for Hayes, so Hayes won by one electoral vote. It is generally believed the Democrats acquiesced after the Republicans agreed to remove troops from the South, ending Reconstruction, the so-called compromise of 1877. It may be of interest to note that the Republicans controlled the House, so if the disputed votes had simply been tossed out, sending the election to the House, Hayes would have won.
