People with Mental health issues are nationally granted certain human rights. That would be covered under Federal Laws. Substance abuse Bill of Rights would seem somewhat contradictory to me. Consumption of illegal substances would tend to cause a loss of rights. I could not find any legislation demanding specific "rights" for individuals that have chosen to violate the law.

You certainly would have the right to be presumed innocent until you have been found (in a court of law) to have taken these drugs. After that point, I would assume you have less "rights" then a law abiding citizen would have. After a quick search, the only reference I can find to "Substance Abuse Bill of Rights" refers to a Deleware law (Del.C. §2220). It appears to apply to the treatment of patients with mental health issues.
