Monovalent means that a vaccine protects against only a single disease. Inactivated means that it uses the virus (or bacteria) to be protected against but in a form that has been modified so that it cannot cause disease. This allows for exposure the the virus so that the body can learn to recognize it and get rid of it without the risk of actually causing the patient being vaccinated to become ill.
