Are you sure it's blood? There are several causes of red spots on the tongue. I could list them but though most are not serious but one is, and there's no way to tell the difference from a text answer. So, I would say if it doesn't hurt if it's lasted a week see your doctor or dentist.
It is not uncommon for Golden Retrievers to have black or gray spotted coloration on their tongue. As long as it looks like it is just the tongue's color, and not a growth or an infection, it should be fine.

There is only one spot in the tongue to pierce. Its between two major blood vessels. If they miss, there is a broad chance to get killed.
Go see a doctor. You either have an infection (white stuff on the surface of the tongue) or may have injured something (a tongue should be pink if it has adequate blood flow.)
I don't have my tongue pierced but im guessing that its probably ok. You should asked the person that pierced it.

If it goes away it could be from a bite like a blood blister. It could also be an amalgam tattoo this is permanent.
