The Bicep muscle (one on top) is contracting The Tricep muscle (one below) if relaxing The Bicep and Tricep muscles are antagonistic- they work as opposites, so when one contracts, the other relaxes.
The other relaxes. This other is called the antagonist. The one contracting is called the agonist.
A muscle is either contracting (doing work) or relaxing (not under tension). Some muscles do not ever completely relax under normal conditions.
Looking form the out side the two bones to which the Muscle is attached moves closer when the muscle is contracting concentrically while they do not when muscle is contracting eccentrically
