Things don't normally work that way; at least in WWII thru Vietnam:

1. No man in his right mind wants a purple heart (today's 21st century generation might think its cool, but to those men that fought wars in the 20th century, we didn't want to get shot or blown up just for some medal!).

2. If a man back then thought that way, then maybe he should'NT have been in the military to begin with because he's not thinking right, and might get someone hurt.

3. A man didn't request a medal nor fully expect one. It just happened. It was often a surprise award ceremony (or like some men, they just got in the mail via the orderly room clerk).

4. How could he decline a medal, since it came in the mail (orderly room). Or whats he going to do when some high ranking officer pins it on him while standing in formation, say, "I don't want it...sir." If he does, then maybe the officer will just smile, give it to the man's superior (whose usually standing next the awarding officer anyway), shake his hand, then go to the next man in formation. Then, when its all well and done, the superior will want to know why you (the GI declining the medal and fronting off the awards officer) did what you did? Which might be a sympton of a "troubled mind". At least "fronting off" someone, which would be down right disrespectful.

Bottom line: A man (in those days) couldn't decline something he didn't know he was gettiing. And if he did receive a medal and didn't want it, he could always hand it back or mail it back. But he can't change those orders nor his DD214, the clerks already typed it out...and that individual has no command and control over those clerks.
