No. In November, 1962, Cuba was being ruled by Fidel Castro, who led the the Marxist revolutionary overthrow of Cuba in 1959 with his "26th of July Movement" (MR-26-7). Cuba became a client state of the Soviet Union (Russia), and allowed them to build missile bases on the island. The Missile Crisis resulted from the potential for offensive nuclear missiles to be launched at the US from just 70 miles off its southern border. After a confrontation that nearly sparked a nuclear war, Russia dismantled the bases.
