It originated in England, in old English it was originally "Coc" (A name given to people who sold cooked meats or ran eating houses) that became cook with an alternate spelling of cooke

Earliest use of the name in America is traced back to 1841, but probably it's origins can be traced to Great-Brittain. Research shows the term "Cooke" is the Middle English variant of cook. This language with his own type of spelling was used from 1066 till the mid-to-late 15th century. Since surnames where used from the 12th century I guess the surname Cooke came to be in that time.
