The constitution declared how are government is set up and it is attached to the Bill of Rights which has amendments stated what rights people had like freedom of press and who could vote and the right to bear arms and the right to a speedy trial by a jury

The Declaration of Independence was the notice that we were forming a new country and explained why it was necessary to do so. The Constitution defined the "how" and created the basic rules under which we would govern ourselves.
