The unifying of Rome came after Caesar decided to make his empire much larger than it already was. When he got rid of his ruling partner, he became emperor and this basically unified Rome.
Why didn't anyone revolt, you ask? In Rome, there was a clause where it allowed for the 2 rulers to become just 1 during a war or attack so it was the gateway for loopholes... then the idea of democracy came around and tada!- we have the Roman Empire, a very strong power in the ancient world.
