The Massachusetts Bay Company had a royal charter from King Charles I to establish and maintain settlements in areas of Massachusetts north of the Plymouth colony. The charter also established the General Court of Massachusetts, which would be made up of the freemen of the colony and had the authority to elect officers and make laws for the colony. John Winthrop was appointed as the first governor of the colony.

The first meeting of the General Court, in 1630, was attended by only eight representatives. They voted to grant legislative, executive and judicial power to a Council of the Governor's assistants (which happened to be themselves), but they also expanded the number of delegates in the General Court.

In 1634, the delegates voted to move legislative power back to the General Court. The General Court would be made up of two delegates from each town, plus the members of the council, and the governor. The newly-reformed General Court immediately proceeded to vote Governor Winthrop out of office, much to his surprise!

Winthrop was succeeded by Roger Dudley, who served several terms as governor. Over the course of the next seven years, the general court would formulate a complete set of laws, which were codified in 1641 as the Massachusetts Body of Liberties.

While the laws that they enacted embodied much of Puritan theocratic principles (and quite a lot of religious intolerance toward non-Puritan sects), the method by which they formed their government and created their laws was definitely democraticand independent from English rule. Eventually, the British government recognized that things were getting out of hand; in 1661 King Charles II revoked the Massachusetts Bay Colony charter and sent over a royal governor to enforce English laws.

However, the seeds of democratic self-government had been sown in the minds of the colonists.
