Civilization provides a stable society where technological progress is possible. For example, during the Roman and Persian empires, dams were built in the Sahara desert and the desert in Northern Iraq. Concrete was used. Wars came. Civilization was destroyed in those areas. The land returned to desert. The technology to make concrete was lost with the destruction of the Roman and Persian Empires. It was rediscovered in 1824 in the United States. The desert has not yet been returned to farmland.

War destroys technology.

During World War 2, some new technology was developed in the process of fighting the war. New Airplanes and Manufacturing Techniques were developed. The main country able to take advantage of them was the United States. While the United States had lost men in the war, it had not suffered damage to its infrastructure.

India had little wartime damage and could have taken advantage of the technological advances except that it had so many bureaucratic regulations and internal tariffs that technological progress became impossible.
